Our office is located in Kensington, MD, just north of Washington DC. Job Summary The Learning and Development Manager ensures that all employees are afforded learning and development opportunities appropriate to their role and tenure. He or she works with staff, managers, HR and trainers to ensure staff complete all State-mandated training before working alone. Some weekend or evening work will be required to attend team meetings, conduct training, meet with new employees or provide customer service outside of traditional business hours. This position will evolve with societal changes including evolving thought on best practice and our understanding of DDA priorities and requirements. Responsibilities and Duties Work with staff at all levels to cultivate a “learning organization.” Research and recommend learning opportunities in line with Jubilee’s values and Strategic Plan and DDA's direction. Work with managers, Residential Supervisors and lead Residential Counselors to meet DDA training compliance requirements. Ensure new staff understand training requirements and work with the HR team and Pathfinders to create systems to help meet them. Enroll staff in classes, maintain vendor relationships, communicate and document arrangements, track payment. Forecast need for and arrange onsite classes. Ensure evaluation forms are completed and analyzed for classroom training, agency-wide meetings and retreats. Complete projects such as researching, designing and implementing solutions to new DDA requirements related to new DDA Waiver language. Recommend technologies and processes to manage and streamline the handling and storage of data. Research and promote opportunities for continuing education beyond basic requirements, such as leadership opportunities and exposure to the best practices of the IDD field, such as the MACS Conferences, Reinventing Quality, the EARN Workforce Development Grant, Leadership Institute, etc. In consultation with Directors, plan agency-wide meeting topics, speakers, interactive exercises, music and art 3-6 months out. Work with teams to ensure direct support staff and managers have ample opportunity for leadership opportunities at Agency-Wide meetings. Attend and actively participate in workgroups with other partner agencies, including MACS Trainers, the EARN grant consortium, InterACC-DD, etc. Cross train on assigned duties with other departmental staff to provide good customer service to employees. Qualifications and Skills 1-3 years closely related experience and Bachelor’s degree in HR, education, human services or a closely related field preferred PHR or SHRM-CP and/or some background in HRD, teaching or coaching preferred; experience as a Direct Support Professional preferred. Intermediate Excel, Word, HRIS skills; A passion for learning, teaching, mentoring; an affinity for technology and process improvement; the ability to promote Jubilee as a progressive and preferred employer and to live our values and strategic anchors at work. Must be able to accurately and efficiently complete a large number of detailed transactions and to safeguard confidential information. Benefits and Rewards: This is a full-time, exempt position with all full-time benefits. Health insurance: employees pay 8% of individual coverage. Two weeks annual leave the first year, three weeks the second.
