PROGRAM MANAGER HR COMPLIANCE
Newport Beach, CA

The Program Manager HR Compliance works in conjunction with each HR functional area: (Employee Relations, HRIS, Solution Bar, Payroll, Talent Acquisition, Compensation, Benefits, and Organizational Development) to identify potential risks and gaps within HR practices. Focus will be on both HR internal controls as well as organization-wide compliance with HR, Wage & Hour, and Employment Law. Develops remediation/corrective action plans in partnership with stakeholders, and recommends strategies to achieve and maintain compliance in key HR practice areas ensuring operational effectiveness, financial reliability and compliance with all applicable directives and regulations. Additional duties include the development/implementation of internal control concepts to plan and to perform, manage and report on the evaluation of various business processes.
JOB SPECIFIC ESSENTIAL FUNCTIONS

*Provide direction and support to HR leaders for the design, collection, analysis and reporting of risk data *Develop standard internal metrics for HR that convey trends and opportunities related to Risk and Compliance across the organization  *Represent, educate and advocate for controls and compliance in aggregate *Work on all aspects of execution of an HR Compliance Program including risk calibration, data collection, communication and coordination *Conduct risk assessments to identify and track risks and communicate exceptions to leadership *Assess and prioritize risk level and gaps, and assist in the prioritization and implementation of necessary projects to mitigate potential liability *Ensure alignment of appropriate policies and procedures with new and changed regulatory requirements *Develop and manage project trackers, provide clear communication to stakeholders, and develop and oversee project timelines *Organize efficient and streamlined risk area reporting (disclosures, metrics, reviews), execute on monitoring, testing and related assessments of the compliance program *Represents HR on all risk related matters including managing assessment of top strategic and operational risks in coordination with HR leadership and Legal based on current regulatory landscape and anticipated changes *Oversees audits and conducts risk assessment for mergers and acquisitions *Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed *Comply with federal, state and local legal requirements by being knowledgeable of existing and new legislation, ensuring adherence to requirements and advising management on needed actions *Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, or participating in professional societies *Evaluation of the organization's HR policies, practices and processes with a focus on key HR department delivery areas (e.g., recruiting, employee retention, compensation, employee benefits, performance management, employee relations, data and analytics, training and development). *Helps the organization maintain or improve a competitive advantage by comparing its practices with those of companies identified as having exceptional HR practices. *Focuses on strengths and weaknesses of systems and processes to determine whether they align with the HR departments and the organization's strategic plan.  *Effectively communicate audit results to appropriate levels of management, including preparing reports on findings, identifying root cases of risks and suggesting solutions *Partner with management to help develop plans to continuously evaluate compliance and governance *Collaborate with management and broader HR Team to address audit action
items *Develop trusted partnerships throughout the organization to collaborate on key risk and control issues *Support team members through sharing of technical knowledge and specialized expertise *Act as an objective source of independent advice to ensure validity, legality and goal achievement *Conduct follow up audits to monitor management's interventions *Engage to continuous knowledge development regarding sector's rules, regulations, best practices, tools, techniques and performance standards

EDUCATION AND EXPERIENCE

*5 years of Compliance, Risk Management, Human Resources, and/or Legal experience *Experience influencing and advising on a wide range of compliance issues *Deep understanding of federal, state, and local employment and wage/hour laws *Domain expertise with a compliance control framework, including risk assessment, compliance testing, monitoring, and governance systems

PREFERRED:

*8 years of Compliance, Risk Management, Human Resources and/or Legal experience *Master's in human resource management and/or Juris Doctorate Degree

CERTIFICATIONS PREFERRED

*Degree or certification in Compliance and/or Risk Management
