SummaryThe Business Operations group within Strategic Research and Development Operations (SRDO), is the center of excellence for providing industry best practice operational support for the conduct of BioMarin\u2019s global trials, including vendor and site contract management, strategic vendor oversight, and financial spend analysis and management.\u202F The group utilizes rigorous processes, procedures, and tools to ensure financial discipline and transparency in vendor and trial site spend, by managing the development, negotiation and execution of vendor and site budgets and contracts, and managing the financial and resource projections across projects and trials.\u00A0The Vendor Contract Manager is responsible for executing the vendor contracting strategy for assigned vendors that includes analyzing vendor bids, negotiating budgets and contracting terms in alignment with the vendor service category, drafting and/or reviewing and managing the execution of the vendor Statement of Work (SOW), and ongoing management of the vendor contract and related purchase order throughout the contract lifecycle.Responsibilities Vendor Selection \u00B7\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0 In collaboration with Global Sourcing and Procurement (GSP), Sourcing Team or Functional Area, provide input to RFI/RFP content for bids, review proposals, and perform/present quantitative analysis for responses to RFP.\u00A0 Quantitative analysis to include:o\u00A0\u00A0\u00A0 Comparison of budget with study assumptions\u00A0o\u00A0\u00A0\u00A0 Comparison of\u00A0bids\u00A0against previous contracts\u00A0o\u00A0\u00A0\u00A0 Comparison of bids against each other\u00A0\u00B7\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0 Participate in bid defense meetings, as appropriate\u00B7\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0 Leverage budget analyses and existing vendor performance data to inform selection\u00A0\u00B7\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0 Negotiate budget and scope with vendors, as appropriate\u00A0Vendor Contract Management\u00B7\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0 Facilitate the contracting process thru to execution of the entire contract, including all exhibits.o\u00A0\u00A0\u00A0 Draft self-authored contracts\u00A0and\u00A0the QC of documents for non-self-authored contractso\u00A0\u00A0\u00A0 Update scope and/or budget, including business/payment termso\u00A0\u00A0\u00A0 Include any unique business terms to be added/negotiated\u00B7\u00A0\u00A0\u00A0\u00A0\u00A0 Facilitate the review and approval of the contract including internal review, vendor review, vendor final negotiations within specified legal parameters, and escalation of any approval issues\u00A0\u00B7\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0 Ensure all contract types (MSAs, SOWs, COs, NDAs, consulting agreements and other assigned contracts) that originate in SRDO are efficiently managed through the Legal contract review and financial approval systems and entered into the department tracking system. o\u00A0\u00A0\u00A0 Collaborate with Legal and other identified business areas, as appropriate, to ensure contracts are progressed on a timely basiso\u00A0\u00A0\u00A0 Proactively communicate with key stakeholders on the status of contract review and approval o\u00A0\u00A0\u00A0 Assist stakeholders with tracking of terms, PO funding, scope, and necessary changeso\u00A0\u00A0\u00A0 Record all appropriate contract activities in department tracking system (BOARD)\u00A0\u00B7\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0\u00A0 Partner with service owners, Finance, GSP, Legal and Business Operations team member through the duration of the vendor contract to:o\u00A0\u00A0\u00A0 Understand impact of identified changes on: study scope, vendor scope, budget and forecastso\u00A0\u00A0\u00A0 Understand accruals and forecast updates associated with contracted serviceso\u00A0\u00A0\u00A0 Identify contract documentation requirements (e.g., CNF or CO) or whether a new category of services requiring a new vendor is requiredo\u00A0\u00A0\u00A0 Request and receive Change Order proposals from vendor(s)o\u00A0\u00A0\u00A0 Negotiate vendor scope/budget, including business/payment termso\u00A0\u00A0\u00A0 Communicate CO expectations to ensure all parties are made aware of any contract, budget and relationship impactso\u00A0\u00A0\u00A0 Prepare and speak to vendor contracting updates in study team meetingso\u00A0\u00A0\u00A0 Resolve any contract execution, PO funding, and vendor payment issues as they ariseo\u00A0\u00A0\u00A0 Support contract close-out, as per department processes\u00A0Required Skills: Strong computer skills in database management and document preparation (Word, PowerPoint, Excel); Excellent organization and time-management skills; must be able to demonstrate agility in prioritizing assigned work Strong written and verbal communication skills; must be able to communicate effectively with outside parties and serve as a liaison among department personnel and business partners, and proactively communicate relevant issues and deadlines;
