Responsibilities Include:

The **MEMBERS ONLY**SIGN UP NOW*** is seeking senior-level Project Control Analysts (PCAs) at the Materials and Fuels Complex reporting to the MFC Project Controls Department Manager. If you want to be part of enabling nuclear energy research and development, including deployment of next generation nuclear reactors then this position is for you. This position is multi-organizational and selected candidates will have the option of working directly for MFC, or for the INL Project Management Office (PMO) through a matrixed agreement with MFC.

INL is recognized as the lead national laboratory for the United States Department of Energy (DOE), Office of Nuclear Energy, providing much of the nuclear research, development, and demonstration capability needed to move nuclear innovation forward to deployment. MFC hosts a unique combination of personnel, facilities and infrastructure and offers the ability to perform research and development of nuclear fuels from fuel design, development and fabrication, and post irradiation analysis. MFC also plays a pivotal role in supporting the National Reactor Innovation Center, which provides resources for testing, demonstration, and performance assessment to accelerate the deployment of new, advanced nuclear technology concepts.

MFC PCAs enable the successful execution of mission activities, and directly support project managers in the implementation of key INL and MFC management model principles throughout the project lifecycle – i.e., planning, organizing, staffing, leading, and assessing/improving. This position will be a combination of independent work assignments and mentoring of less experienced PCAs to learn how the work done by a PCA, in compliance with INL project controls policies, procedures, and guidance as established by the INL PMO, will result in more predictable cost and schedule outcomes that will assist our teams in meeting our customers’ expectations.

This position will provide senior-level data analyses to complete project work scope in full compliance with contractual requirements and corresponding INL PMO project controls policies, procedures, and guidance to support maintaining the INL Earned Value Management System (EVMS) certification with the DOE.

Position Role:

Provides and develops all aspects of project planning, monitoring, and control on moderately complex to complex, medium to high-risk assignments and projects (including congressional line-item projects, non-line item projects, and projects with research, development, and deployment – RD&D work scope). Responsibilities include, but are not limited to the following:

Collaborates with project managers on the development and review of project plans, estimates, costs, contracts, schedules, and resources.
Collects, analyzes, trends, forecasts and reports on project data, and costs from various sources (e.g., P6, BDSIS, COBRA, etc.) and collaborators (e.g., engineering, procurement, construction, business management, etc.).
Mentoring less experience PCAs
Establishes and maintains analysis, trending, forecasting, and reporting processes and storyboards that flow chart project controls and cost engineering work processes
Reviews and supports the ongoing updates to EVMS metrics
Maintains, reviews, and revises baseline schedules and budgets consistent with established INL PMO change control policy
Development and maintenance of the Performance Measurement and Performance Baseline schedules, Life Cycle Schedules (LCS) and the Field Execution Schedule (FES)
Provides support in the development of the Work Breakdown Structures (WBS), INL work authorizations documents (IWAD), performance measurement and analysis, funds management, spend forecasts, performance forecasts, estimates to complete, cost control and earned value performance measurement including the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and to DOE and team members
Ensures data calls are accurate and delivered on schedule
Ensures data and variance reports are correct and loaded by due dates in the INL analytical tool EMPOWER
Runs assignment of funds types and how they relate and are assigned to the work
Knowledgeable and able to provide guidance on matters such as schedule of values, contracting strategies, subcontractor relationships, tiers, and markups, change orders, etc.
Identifies risks based on current plans and changes to plans based on data, analysis, trends, and forecasts
Supports in the development of risk modeling in INL software (Safran)
Supports in the setup and use of INL project management software (Procore)
Ensures baseline incorporation of INL functions and subject areas and their applications in support of work at MFC
Ensures MFC work processes are accounted for in the planning of work
Supports portfolio development, maintenance, and reporting to DOE and other customers
Establishes and leads project status meetings.
Attends project meetings and provides input to identify new issues, resolve issues, and to comment on aspects of importance
Participates in meetings and teleconferences with project team members, customers, management, etc. as the project representative to discuss cost, schedule, and risk status, updates, issues and concerns, etc.
Provides project controls assistance to Senior PCAs on other complex, high-risk projects
Ensures INL Managers are aware of previous, current, and future changes to work that can/will change the desired outcome of the work
If requested, participate in other DOE Laboratory project reviews
If requested, attendance and participation with the Energy Facilities Contractors Group (EFCOG) Project Controls Subgroup and/or the National Laboratories Chief Operating Officers (NLCOO) Project Management Standing Committee (PMSC) Project Controls Working Group (PCWG)

This position is recognized as a project controls and cost engineering subject matter expert (SME) within the organization, and Laboratory. It requires specialized depth and/or breadth of expertise. It interprets internal or external project controls issues and recommends solutions/standard processes. Solves complex problems; takes a broad perspective to identify solutions.

The PCA directly supplies to the development of new project controls and cost engineering concepts and techniques. Serves as a subject area lead for a core team. Responsible for approving work of other project controls staff. Routinely functions as a project controls lead for the work described above, coordinating and handling the activities of other staff (e.g. cost estimators, schedulers, planning and financial controls (PFC) personnel). May assist in defining staff needs, developing selection criteria, and hiring personnel. Reviews assigned staff progress and evaluates results. Pursues continual learning and self-development. Serves as spokesperson for the organization on major matters pertaining to policies, plans, and objectives in collaboration with the INL PMO Project Controls and Policy and Assurance departments. Provides technical direction and supervision to junior staff. Enhances technical/ professional skills of junior staff through mentoring and training. Provides leadership in identifying, promoting and developing new opportunities within MFC directorate.

Provide feedback and ideas to MFC Projects Division Director, MFC Project Controls department manager, and INL PMO on a regular basis concerning learning progression, work assignments, trainings, etc.

Bachelor of Science (BS) in Construction Management, Engineering, or related field and 8 years of experience OR, Master of Science (MS) in Construction Management, Engineering, or related field and 6 years of experience
This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship

Preferred Requirements:

Understanding of DOE Order 413.3 requirements
Earned Value Management System experience
Demonstrated ability to work with people of varied backgrounds and objectives
Ability to successfully make quick decisions and meet goals while at times working to meet deadlines
Ability to work under pressure
Demonstrated ability to be creative with a keen attention to detail
Strong communication and presentation skills
Advanced computer skills, including the use of Microsoft Office
Proficient working knowledge of P6
Direct work experience on construction contracts
Experience working within the Dept of Energy Complex a plus
Experience with project controls and reporting systems in use at other DOE projects is a plus
Understanding of Cost Engineering/Project Controls techniques and recommend practices is a plus (ref. Association of the Advancement of Cost Engineering – AACE)

Job Information:

Salary Grade 220 ($107,520 - $177,336)
