Job Description:

The Security Supervisor is responsible for the security and protection of company employees, contractors, & visitors as well as the physical assets on company property or company events. This includes staying current with Shell policies, procedures and government regulations regarding MTSA regulated facilities.

Purpose/Accountabilities:

Develop and maintain security policies, procedures, and programs for the organization consistent with company policies including Transportation Worker Identification program (TWIC).
Administer financial budgeting and staff performance evaluation of Security Department.
Coordinate with Corporate Security, Law Enforcement, and Human Resources to investigate actual and suspected crimes effecting company personnel, contractors, customers, or company assets. Such investigations may require the conducting of interviews, collection and preservation of evidence, preparation of reports, presentation of matters for prosecution, and the providing of testimony in court.
Provide ongoing risk analysis relative to local crime and other threats against the company site personnel or operations.
Maintain working relationships with federal, state, local law enforcement and regulatory agencies.
Manage all contract security guard service, security service vendors and off duty police (if applicable) including developing/implementing post staffing orders and trainings.
Conduct physical security surveys and security vulnerability assessments and assistance (ensure Security Risk Assessments are conducted every 5 years).
Oversee security projects including, but not limited to;
security architectural design review services
specification, evaluation and selection of security technology, systems and hardware
evaluation and selection of security vendors and service providers
project budgeting
Conduct and supervise the day-to-day security operation of the facility, insuring facility compliance with the Facility Security Plan (FSP).
Update/Review the FSP as per current Maritime Transportation Security Act (MTSA) regulations
Implement additional security measures required by changes MARSEC level (MTSA facilities only) and insure facility personnel are briefed of changes in security conditions.
Conduct annual exercises (all facilities) and quarterly drills (MTSA facilities only) to test the security plan.
Conduct security briefings and awareness training for employees, contractors, vendors and visitors.
Maintain security records and reports.
Document and report known or suspected security breaches, violations, or incidents.
Coordinate the initial security response to incidents.
Provide for vessel security while in port.
Coordinate shore leave for vessel personnel or crew change-out, as well as access through the facility of visitors to the vessel.
Prepare/Maintain Declarations of Security.
Ensure security equipment and systems are properly operated, tested, calibrated, and maintained.
Have relevant knowledge of international/US and local laws and codes.
Relevant federal, state, and local government legislation and regulations; Responsible for handling Security Sensitive Information (SSI).
Coordinate response to security threats and patterns.
Recognize and detect dangerous substances and devices.
Recognize characteristics and behavioral patterns of persons who are likely to pose a threat to site or personnel security.

Dimensions:

Supervises Contract Security Focal.
Oversees and ensures compliance with Contract Security Contract provisions.
Manages data and associated tracking information.
Manages annual program budget.
Works with a wide range of technical, operations, maintenance and contract personnel.
Communicates impacts/outcomes and/or determined cultural norms that are at times adverse to those perceived.
Requires thorough knowledge of Federal/State/Local laws and regulations.

Requirements:

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor's Degree with emphasis in Criminal Justice or Security Management preferred.
Minimum five (5) years of experience in law enforcement and security required.
Experienced in Community Oriented Policing practices.
Experience with International Certification of Accreditation for Law Enforcement Agencies as a process in managing public organizations.
