HSE Manager - Water Well Drilling Company
Houston Heights, TX SUMMARY The HSE Manager is expected to lead all employees in adopting a proactive Safety Culture and help instill in employees an ownership of the Company’s Safety Program. The HSE Manager reports directly to the Company President and is a key member of the Management Team. JOB DESCRIPTION The HSE Manager is primarily responsible for providing leadership for the Alsay Health and Safety Program for the Houston and San Antonio operations. The duties include but are not limited to the following: Manage one direct report - the company’s Safety Coordinator assign daily activities and assist with the Coordinator’s professional development Help develop and manage the company’s Safety budget Facilitate both on-site and in shop training meetings for employees Maintain matrix of all licenses for skilled hourly positions including Water Well Driller and Pump Installer Licenses, Commercial Driver Licenses, Welding Certifications and other licenses Make both scheduled and un-announced visits to work sites to conduct safety audits Create, conduct and maintain appropriate individualized and classroom equipment training programs for employees for the following: drilling and service rigs, forklifts, driver training, boom trucks, winches, cutting and welding, and other necessary equipment safety training Ensure Personal Protective Equipment (PPE) is maintained. Ensure employees are trained in maintaining their PPE; keep abreast of advances in available products and make recommendations to management for changes; keep current inventory levels of OSHA approved items; regularly conduct price/quality/vendor surveys to help control expenses Responsible to ensure thorough investigations are conducted for all incidents (work injuries, equipment damages, vehicle accidents and “close calls”) Create and maintain all appropriate OSHA records, logs and reports, employee safety files, Material Data Sheets, and all other relevant safety data files Regularly update the Alsay Health and Safety Program’s policies and procedures manual Submit to management Plans for Improvement, including company safety goals, action plans to achieve goals, and regular follow-up In close coordination with their Supervisors, assist in recommending and taking appropriate corrective action for employees that is needed to correct unsafe behaviors Maintain compliance with Houston Area Safety Council, ISNetworld, Avetta and other safety programs required by our customers Ensure compliance with all Federal, State and Local safety and environmental regulations, including DOT, EPA, OSHA and other regulatory agencies |
