ManTech is seeking a dynamic DevOps Program Manager to lead a strategic program within our Homeland Security Division. This is an Executive Director-level position with substantial scope and responsibility for all aspects of program operations, including business development, finance, contracts, subcontracts, HR, and recruiting.

The DevOps Program Manager will be responsible for leading and managing the activities of an DevOps Development and Integration Program with a focus on introducing DevOps practices into a legacy application development and IT operations environment. The PM will be the primary ManTech interface for multiple stakeholders inside ManTech as well as within the customer environment. The PM will also be responsible for leading capture and program startup efforts.

The successful candidate will have a proven track record with the following:

Exceptional stakeholder management skills and experiencing simultaneously managing expectations for multiple stakeholders.
Working with corporate and customer leadership to align program vision, strategy, and governance into a comprehensive program management plan and CONOPS.
Successful management of large-scale ($20M ) IT programs.
Recruiting top technical and management talent to work on their programs.
Managing successful employee retention and engagement programs.
Translating business objectives into execution strategy (tactical and strategic), lead and successfully execute the strategy through strong collaboration and agile leadership delivering consistently high program performance in terms of results for their customers.
Transforming the existing culture into a functioning DevOps environment.
Developing strong partnerships with business and functional leaders to drive focus on strategic program business objectives and optimize program throughput.
Planning and executing business capture strategies.

The following are the minimum qualifications and requirements for this position:

5 years of experience with Agile Development, Scrum Project Management, and Lean Principles.
2 years of experience implementing DevOps practices in a federal government IT environment.
Experience with both application development and infrastructure best practices, collaboration, and automation tools.
Experience with cloud migration, SaaS, and development tools such as Jira and Confluence.
Active or recent (within the last 2 years) DHS EOD or DHS/DOD Top Secret clearance.
Bachelor’s or Master’s degree in an IT, engineering, or science discipline and/or 10 years of experience in an IT Project or Program Management role.
10 years of experience in Enterprise IT, cybersecurity, software development or sustainment, and/or cloud computing solutions.
Current Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
Exceptional oral and written communications skills.
